About this opportunity
NASA's National Shared Services Center (NSSC) is seeking to procure a Hyper-bb rental and flow through chamber for the Goddard Space Flight Center's satellite research program. The procurement is specifically for two monthly rentals of a Hyper-bb Submersible Multispectral Backscatter and one Hyper-bb Flow Through Chamber, which will support algorithm development for the PACE satellite concerning phytoplankton and harmful algal bloom community composition. NASA intends to issue a sole source contract to Sequoia Scientific, Inc. under FAR 13.106-1(b)(1)(i), citing the company as the exclusive manufacturer of this specialized instrument. Interested organizations may submit their capabilities and qualifications in writing by February 7, 2025, at 11:59 a.m. Eastern Standard Time, with the government reserving the right to determine whether to proceed with competitive or non-competitive procurement. The evaluation will focus solely on determining whether to conduct the procurement on a full and open competition basis.
The procurement is designated as a Total Small Business set-aside under NAICS code 334513 for Instruments and Related Products Manufacturing. Sequoia Scientific, located in Bellevue, Washington, is the sole potential contractor, with the work to be performed at NASA Goddard Space Flight Center in Greenbelt, Maryland. The period of performance is 30 days after receipt of order, with equipment to be delivered to Building 22, Room C135. While specific award value is not disclosed, the procurement involves renting two Hyper-bb units and acquiring a flow through chamber, which are critical for specialized scientific measurements. The primary point of contact is Kathi Thomas, Purchasing Agent, with Tiffany Neal serving as the Contracting Officer, and NASA's Clause 1852.215-84 Ombudsman provisions are applicable to this acquisition.
