About this opportunity
NASA's Kennedy Space Center has issued a Special Notice regarding the procurement of HANDIVEG (Hydroponic/Aeroponic Nutrient Delivery In Volumetrically Efficient Garden), a specialized hardware system designed for space-based agricultural applications. The agency intends to award a sole source contract to Sierra Space Corp for the final design, documentation, fabrication, and delivery of flight-ready HANDIVEG hardware. This notice was posted on December 9, 2025, and applies to research and development in the physical and engineering sciences. The procurement falls under NAICS code 541715 and PSC code R425, classifying it as professional engineering and technical support. NASA's justification for the sole source approach is based on Sierra Space Corp's unique expertise and knowledge acquired during the initial competitive development of the HANDIVEG technology under a NASA Research Grant.
The HANDIVEG system is intended to integrate into NASA's Ohalo III test rig to demonstrate continuous crop production capabilities on the International Space Station, supporting the agency's long-term goals for space agriculture. Interested organizations have until 2:00 PM Eastern Time on December 31, 2025, to submit their capabilities and qualifications via email to Tammy Clark at tammy.k.clark@nasa.gov for consideration in determining whether NASA should conduct this acquisition on a competitive basis. The evaluation of submitted capabilities will be used solely to assess the feasibility of full and open competition, with any decision to compete this acquisition remaining entirely at the Government's discretion. This procurement does not utilize FAR Part 12 commercial acquisition procedures and is governed by applicable NASA clauses, including NASA Clause 1852.215-84 regarding the Ombudsman process. Interested parties should note that the Center Ombudsman contact information is available on NASA's official procurement website for inquiries or complaints regarding this acquisition.
