About this opportunity
The Bureau of Reclamation's Missouri Basin Regional Office is seeking a contractor to provide custom computer programming services for modernizing complex legacy applications from OpenVMS Fortran and C to Red Hat Enterprise Linux (RHEL) version 8. The project involves migrating approximately 2,966 files containing 598,433 lines of OpenVMS FORTRAN source code, 157 files with 25,786 lines of OpenVMS C source code, and 1,857 files with 88,963 lines of OpenVMS Digital Command Language (DCL). Key requirements include maintaining negligible changes to the original code, preserving application displays, and converting DCL to provide similar functionality in the RHEL environment. Interested contractors must submit a capability statement to Howard Heflin at hheflin@usbr.gov by 4:00 PM MDT on January 10, 2025, addressing specific questions about their capabilities and potential conflicts of interest. The evaluation will focus on the contractor's ability to manage a project of this complexity, with specific attention to technical expertise and capacity.
The procurement is designated for small businesses, including small disadvantaged, woman-owned, HUBZone, Indian Small Business Economic Enterprises, and service-disabled veteran-owned small businesses. The contract is classified under NAICS code 541511 (Custom Computer Programming Services) with a business size standard of $34 million and PSC code DA10 for IT and telecom application development services. The anticipated award will be a Firm Fixed-Price contract issued to a single contractor, though no specific award value is disclosed in the notice. The project involves migrating code that uses 148 unique OpenVMS system services calls, requiring significant technical sophistication. While this is a sources sought notice and not a formal solicitation, it represents a significant market research effort to identify potential contractors capable of executing this complex application migration project.
