About this opportunity

The Bureau of Reclamation's Upper Colorado Basin Contracting Office intends to solicit a single-award IDIQ for technical support, maintenance, and development services for its Hydrological Database (HDB) system, with solicitation release targeted for October 5, 2026. This procurement is a 100% Total Small Business Set-Aside under NAICS 541511 (Custom Computer Programming Services).

The contract will run for one 12-month base period and four 12-month option periods (five years total), with award targeted for January 20, 2027. The government anticipates $34.0 million as the small business size standard. Work encompasses on-demand and urgent operational support; database system maintenance, troubleshooting, diagnosis, and restoration; Oracle database operations, administration, and SQL/PLSQL programming; HDB development, testing, integration, and deployment; support for OpenDCS, DECODES, TSTool, RiverWare interfaces, Red Hat Enterprise Linux, and HDB-POET; development and maintenance of public and internal APIs and visualization tools; technical documentation and monthly status reporting; and compliance with Department of the Interior and Federal cybersecurity requirements including SSDF, SDLC, NIST, and FISMA standards. The HDB system is mission-critical and Oracle-based, serving multiple Reclamation regions and area offices.

The government will conduct evaluation under FAR Parts 12 and 15 using Lowest Price Technically Acceptable (LPTA) source selection, with technical proposals evaluated on an acceptable/unacceptable basis. Award will be made to the lowest-priced technically acceptable small business offeror, subject to fair and reasonable price determination. Task orders are anticipated to be primarily firm-fixed-price, with limited time-and-materials and labor-hour task orders used when work extent or duration cannot be estimated accurately. Offerors must maintain Active Registration Status in SAM.gov by the proposal due date.
