About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) has published a Special Notice announcing its intent to negotiate a sole source procurement for a Hydrogen Gas Generator (HOGEN) network. The procurement is being conducted by NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, on behalf of the National Weather Service Pacific Region Headquarters. NOAA intends to contract exclusively with Proton Energy Systems, Inc. of Wallingford, Connecticut for delivery of a Proton Hydrogen Gas Generator to Pago Pago, American Samoa. The agency is utilizing the sole source authority under FAR 13.106-1(b)(1) to bypass competitive bidding. The contract falls under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing and PSC code 6115 for Generators and Generator Sets.
The sole source determination is justified by NOAA's requirement for compatibility with its existing HOGEN network infrastructure across nine Upper Air stations in the Pacific Region. The Proton/Nel S40 generators are the only known products that meet the agency's specific requirements for hydrogen gas generation, storage capacity of 4,000 gallons, and compatibility with existing Upper Air Inflation Building footprints while sustaining weather balloon launch operations. Delivery, commissioning, and installation must be completed within 365 days of contract award. Although this is not a competitive solicitation, firms believing they can meet the government's requirements may submit substantiating documentation within 15 days of the notice publication date of June 12, 2025. NOAA will evaluate any submissions solely to determine whether to conduct the procurement competitively, though the final decision remains at the government's discretion, and oral communications will not be accepted.

The National Weather Service Pacific region operates and maintains a total of nine Upper Air stations with on-site hydrogen gas generation and storage. Two of the nine sites have the newer Proton/Nel S40, Series 3 generators with the remaining seven sites having the older S40, Series 2 generator. The Proton/Nel S40 generator’s footprint are compatible with the existing Upper Air Inflation Building while meeting the minimum generation requirements of sustaining the weather balloon launches and 4,000 gals of on-site hydrogen storage. The Proton/Nel hydrogen gas generator is the only know product that will meet NOAA’s requirements.
Delivery, commissioning, and installation within 365 days from date of award.
