About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 2 each of hydraulic assembly TAGL under NSN 3H-9999-LLCYD0127 for delivery to USS Oakland LCS 24. The government intends to solicit and negotiate with only one source under FAR 6.302-1 authority, as they do not own the data or rights needed to purchase from additional sources and have determined it would be uneconomical to buy the data rights or reverse engineer the part. The government is not using commercial item acquisition policies under FAR Part 12 for this procurement, though interested parties may identify their capability to satisfy the requirement with a commercial item within 15 days of the notice. All responsible sources may submit proposals, quotations, or capability statements, with all proposals received within 45 days of publication being considered by the government. Awards will only be made to offerors who meet qualification requirements at the time of award in accordance with FAR clause 52.209-1, and the government reserves sole discretion in determining whether to conduct competitive procurement based on responses received.
This procurement is designated as a Total Small Business set-aside with a due date of July 25, 2025, just 8 days from the posting date of July 17, 2025. The opportunity involves acquiring 2 units of the hydraulic assembly component, though no specific contract value or budget range is disclosed in the notice. The procurement falls under PSC category 9999 for Miscellaneous Items and is subject to Free Trade Agreements and World Trade Organization Government Procurement Agreement provisions if applicable DFARS clauses are included in the solicitation. No current incumbent contractors are identified in the notice, consistent with the government's position that they lack the technical data package needed for broader competition. The compressed timeline and single-source nature of this procurement suggests an urgent operational need for the USS Oakland LCS 24 vessel.
