About this opportunity
This Limited/Sole Source Justification Notice is for the procurement of Hydraprobes for the Soil Climate Analysis Network (SCAN) operated by the U.S. Department of Agriculture under the Farm Production and Conservation division. The SCAN network requires soil moisture sensors that use a specific Coaxial Impedance Dielectric Reflectometry measurement method, and the government has over 2,000 existing Hydraprobes in use across its SNOTEL and SCAN networks. Changing the sensor type would be cost prohibitive and result in the loss of over 20 years of scientific soil data records. The contract was awarded to an unknown vendor on September 30, 2024 for an unknown amount.
Notice text
This procurement will provide the Soil Climate Analysis Network (SCAN) the required data collection platforms from remote (SCAN) use in mission critical operations in water supply forecasting and drought monitoring for sites in the (SCAN) network. The (SCAN) network requires that the soil moisture sensor uses Coaxial Impedance Dielectric Reflectometry as the method to measure the real dielectric permittivity and imaginary dielectric permittivity components of the soil. USDA currently has over 2,000 HydraProbes within the SNOTEL and SCAN networks. It would be cost prohibitive to the Government to change the complete network of sensors and a change in sensor type would cause significant loss of more than 20 years of scientific soils records as the records are electronic.
Awarded contract 12FPC124P0100 to unknown vendor for unknown amount on 2024-09-30.
