About this opportunity

The Defense Information Systems Agency issued a Limited/Sole Source Justification Notice for the establishment of a Hybrid Cloud Landing Zone 02 for Oracle Cloud Infrastructure (OCI) to support the U.S. Army Corps of Engineers (USACE). The contract, awarded to Oracle under task order HC105023D0004, enables USACE to establish a landing zone that will allow onboarding of existing USACE workload accounts and create a Fast Connect from the USACE Boundary Cloud Access Point to OCI for expanding into a Transit Network Hub-Spoke Model. The sole source justification is based on intellectual property constraints, as Oracle is the only cloud service provider capable of meeting USACE's specific requirements for secure, direct cloud connection and landing zone functionality needed to support the Corps of Engineers Financial Management System (CEFMS), which was originally developed using Oracle software in the early 1990s and migrated to cloud in 2023. The contract structure includes a 1-year base period with two 1-year option periods, with estimated growth projections of 25% in the base period, 50% in Option Period 1, and 75% in Option Period 2, though specific award amounts were not disclosed. Alternative cloud service providers were determined unable to provide the necessary native, private connection to the OCI environment or replicate the required security and automation features.

Notice text

USACE has a requirement to establish a Landing Zone for Oracle Cloud Infrastructure (OCI) which will allow the onboarding of other already established USACE workload accounts. To begin this process, a Fast Connect from the USACE Boundary Cloud Access Point (BCAP) to the OCI will be established. This will allow USACE to expand the environment to establish a Transit Network (Hub-Spoke Model). In addition, USACE needs to maintain a tenancy to be able to view billing and establish child tenants in the future and ensure all security guardrails are being implemented by USACE.

Awarded contract HC105023D0004 to unknown vendor for unknown amount on 2025-09-24.
