About this opportunity

The Portsmouth Naval Shipyard, under the Department of the Navy Naval Sea Systems Command, is seeking sources for the procurement of three specialized pipe products: 2.50-inch Schedule 40 pipe, 4.00-inch Schedule 80 pipe, and 8.00-inch Schedule 40 pipe, each manufactured to specific technical specifications outlined in the solicitation attachments. This is a Full and Open Competition procurement under Simplified Acquisition Procedures, with the NAICS code 331210 (Iron and Steel Pipe and Tube Manufacturing from Purchased Steel) and a small business standard threshold of 1,000 employees. Key requirements include submission of material certifications and procedure approvals for each pipe item in accordance with designated exhibits, along with evidence of quality compliance such as MIL-I-45208 or ISO 9001/9002 certification. The government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) approach, considering technical capability, delivery schedule feasibility, pricing, and past performance, with vendors rated as either "Acceptable" or "Unacceptable" in each category. The Pre-Solicitation Notice was posted on December 1, 2025, with the formal solicitation scheduled to open on December 22, 2025, and close on January 22, 2026, at 8:00 AM EST, with interested parties able to submit questions to the contracting officer Sarashea Thibodeau via email.

No set-aside designations have been applied to this procurement, and the notice does not identify any incumbent contractors or potential award values. The solicitation requires bidders to demonstrate past performance through documentation of three relevant projects completed within the past five years, along with current SAM registration and technical certification of Non-Destructive Testing procedures consistent with MIL-STD-2132D standards. The government has established a 50-week delivery schedule after receipt of order, with delivery required at the Portsmouth Naval Shipyard in Kittery, Maine, and all quotes must include pricing for all line items to be considered responsive. Vendors failing to meet the technical acceptability threshold or demonstrate adequate past performance will be removed from competition before final award determination, with vendor responsibility assessed through sources such as CPARS and PDREP databases.
