About this opportunity
The Department of Homeland Security's U.S. Coast Guard issued a Limited / Sole Source Justification Notice for emergency procurement of services and equipment in response to Hurricane Helene's damages. The notice covers five specific purchase orders for restroom trailers, berthing/conference space, hazardous material cleanup, generators, and emergency lodging for duty members, all located in District 7 and procured between September 27-30, 2024. Justification for limited competition was based on unusual and compelling urgency under 10 U.S.C. 3204(a)(2) and the Stafford Act, which allowed the contracting officer to restrict competition to local firms. The vendors awarded include Jones Luxury Restrooms Inc., Accommodations 4 All LLC, Miller Environmental Group Inc., and Ring Power Corporation, though specific award amounts were not disclosed. The contract performance period is limited to a maximum of 90 days, from September 26 to December 25, 2024, with market research conducted at the contracting officer's discretion and prices determined fair and reasonable through comparison with previous purchases.
Notice text
This action approved procurements on a basis of other than full and open competition in response to emergency situations resulting from the damages and aftermath of Hurricane Helene. Such emergency was an unusual and compelling urgency that the Government and general public at large could have been seriously injured unless the agency was permitted to limit the number of sources from which it solicits bids, quotes, or proposals. In accordance with the Stafford Disaster Relief and Emergency Assistance Act, the Contracting Officer may set aside solicitations to allow only local firms within District 7 to compete even though a separate justification or determination and findings is not required. Requirements that were procured in response to emergency situations resulting from the damages and aftermath of Hurricane Helene include: restroom trailers, berthing/lodging for duty members for continuity of operations planning (COOP), generators, and hazardous material cleanup. The contract period of performance shall be limited to the minimum period necessary from September 26, 2024 to December 25, 2024 and shall not exceed 90 days unless exceptional circumstances apply and a justification is approved by the Head of the Contracting Activity.
Awarded contract 70Z08425JA0000001 to unknown vendor for unknown amount on 2025-12-26.
