About this opportunity

The Federal Aviation Administration, Southwestern Region, seeks replacement of humidifiers at the Minneapolis Air Route Traffic Control Center in Farmington, Minnesota, with proposals due August 5, 2026. The procurement is set aside for total small business and carries an estimated construction magnitude of $250,000 to $500,000.

Place of performance is Farmington, Minnesota. The work involves removal and replacement of six steam humidifiers (HU-205A & B, HU-209A & B, HU-390, and HU-390B) serving various air handlers, including steam and condensate piping fabrication and installation, water supply line connections with a new Scaltrol inline domestic hot water filter, electrical reconnection with Lockout/Tagout procedures, steam dispersion panel replacement, air-gap assembly fabrication and installation, drain piping completion, and system testing. New humidifiers will connect to the facility's existing Schneider Building Automation System. All materials must be asbestos-free, lead-free paint, PCB-free, and Halon-free. The contractor must obtain security clearances for all personnel and comply with State of Minnesota construction standards. Work hours are restricted to 6:30 a.m. to 4:30 p.m. unless overtime is approved 48 hours in advance. The contract requires a one-year product workmanship warranty. NAICS code is 236220, Commercial and Institutional Building Construction; PSC is Z2AZ.

The contractor must begin work within five calendar days of notice to proceed and complete all work within 90 calendar days. Performance and payment bonds equal to 100 percent of contract price are due within 10 calendar days of award. The procurement uses a Lowest Priced Technically Acceptable evaluation approach, scoring technical proposals on contractor specialized experience (two similar past projects), past performance surveys validated through independent references, and key personnel resumes demonstrating three years of relevant experience for Project Manager and Superintendent roles. Pricing is the non-technical evaluation factor. A mandatory site visit is scheduled for July 22, 2026, at 9:00 a.m. Prospective attendees must pre-announce intent by noon Pacific Time on July 20 and provide REAL-ID Act compliant identification.
