This pre-solicitation notice seeks a quadruped humanoid robot that can balance and walk on uneven terrain up to a 20 degree slope, maintain stability against unexpected forces, step over 9 inch obstacles, and operate untethered for 90 minutes on a single charge. The Department of the Navy Secretary of the Navy Office of Naval Research is procuring this robot. Interested parties must provide response information by July 19, 2023 detailing how their proposed solution meets the attached technical specifications, including an SDK to support autonomous operation via user applications.

NRL is seeking a quadruped robot that provides basic capabilities of balance and walking in uneven terrain but also affords the user access to modify or replace the low-level motor/leg controller software for situations where development of such control software is integral to user's research and application area.  For example, a robot for use in shipboard environments requires development of control capabilities specific to maintaining balance in various sea states with as experienced by different ship classes and with different ship maneuvers.  The robot must have integrated sensors for sensing dynamic environments and a software SDK/API to allow user access to the factory software and sensor data, to implement mid-level level capabilities, and for development of high-level research application software. 

CONTRACTOR RESPONSE FORMAT:

NRL requests that interested parties, at a minimum, supply the following information via email:

d) Any questions/suggestions (including alternate configurations) related to the draft specifications

e) Suggested NAICS and PSC for the effort, if different from NAICS above
