About this opportunity

The International Boundary and Water Commission, United States Section seeks human translation services for its El Paso headquarters, with quotes due June 29, 2026 at 3:00 p.m. MDT. This procurement is a 100% SBA Certified Women-Owned Small Business (WOSB) set-aside, restricting competition to WOSB-certified firms only.

Place of performance is El Paso, Texas, with all work performed remotely anywhere within the United States. The contract requires Spanish-to-English translation services, estimated at approximately 32,200 words monthly (over 90% Spanish-to-English, under 10% English-to-Spanish) with approximately 30 hours per week effort. The contractor must assign no more than two individual translators, both of whom must demonstrate extensive experience translating complex technical, legal, engineering, and scientific documents. Qualifications may be verified through Department of State experience, technical translation samples, client references in water/engineering/scientific fields, or professional certifications; Department of State certification is the preferred credential. Priority documents require one-day turnaround. The contractor must maintain 90 percent translation accuracy with no material errors and 100 percent grammatical accuracy using standard American English, perform document formatting in MS Word and PowerPoint, maintain translation logs in Excel, update MemoQ translation memory databases (required exclusively through December 2026), utilize the GovCraft machine translation plugin with human review, and participate in weekly staff webinars and quarterly binational meetings. Contractor must complete a Non-Sensitive Public Trust background investigation prior to full system access. The base period runs 12 months (July 1, 2026–June 30, 2027) with one option year (July 1, 2027–June 30, 2028). This is a firm fixed-price contract with monthly invoicing based on actual hours worked not exceeding an average of 30 hours per week. Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology. NAICS code is 541930 (Translation and Interpretation Services), and PSC code is R608 (Support-Administrative: Translation and Interpreting). The SBA size standard for this sector is $22.5 million. Contractor must include an active UEI in the submission. Questions were due June 22, 2026; Q&A responses posted June 18, June 15, and June 23 are available.
