About this opportunity

Commander Navy Installations Command (CNIC) is conducting market research via Request for Information (RFI) to identify industry capabilities for transforming Navy fitness operations into a Human Performance Optimization (HPO) model across 72 installations and 140 fitness facilities, with RFI responses due by 1500 CST on September 28, 2026. This is a non-binding market-research engagement; no contract commitment is implied. CNIC has extended the response deadline via amendment effective September 22, 2026.

The initiative aims to integrate artificial intelligence, machine learning, and immersive virtual platforms into current Morale, Welfare, and Recreation (MWR) fitness programs to enhance Sailor health, performance, and readiness. A proof-of-concept is scheduled for Fiscal Year 2027 at Naval Base San Diego. CNIC currently operates with 302 certified fitness professionals across the 140 facilities.

CNIC is evaluating both single-award integrated contracts and multi-award modular structures, with teaming arrangements encouraged. Core contractor deliverables include current-state assessments, standardized operating procedures, Key Performance Indicator (KPI) frameworks, training curricula, and change-management strategies. The primary objective is upskilling existing CNIC non-appropriated funds (NAF) fitness professionals for long-term HPO model operation, though hybrid models with embedded contractor specialists are open for recommendation.

Solutions must integrate with Navy systems including PRIMS-2, MyNavy HR, and NSIPS; comply with DoD cybersecurity standards including Impact Level 4 or 5 hosting and Authority to Operate (ATO) requirements for systems handling personally identifiable information (PII) and protected health information (PHI); and address accessibility standards such as Section 508 and WCAG 2.1 AA. Performance measurement focuses on reducing musculoskeletal injuries and improving Physical Readiness Test scores. Contracting Officer Hollie Bryant oversees the RFI at Hollie.J.Bryant.naf@us.navy.mil or 901-258-4203.
