THIS IS A REQUEST FOR PROPOSALS (RFP). The RFP number is NIH-NIAAA-DTRR-2015-04. Please use the afore-mentioned RFP number in all correspondence.
The NIAAA has a mission to develop safe and effective medications to treat alcohol use disorder (AUD) in various populations. Part of the mission involves translation of the pre-clinical findings through human laboratory studies and then ultimately to clinical trials. In order to provide this missing piece of development pipeline, human laboratory studies will be conducted with compounds and paradigms chosen by NIAAA. The NIAAA has supported both pre-clinical and clinical medications development activities and continues to further expand this research area with the addition of human laboratory paradigms. To carry out this task, NIAAA intends to develop a network of clinical sites capable of conducting multiple human laboratory paradigms on non-treatment seeking alcohol use disorder individuals that will examine the impact of putative alcoholism therapeutics on key components of the alcohol use disorder.

The National Institutes of Health (NIH), National Institute on Alcohol Abuse and Alcoholism (NIAAA) is planning to issue an RFP for an Indefinite/Delivery, Indefinite/Quantity (IDIQ) Task Order contract for Human Laboratory Paradigms. This will be a full and open competition IDIQ Task Order contract.
The NIAAA has a mission to develop safe and effective medications to treat alcohol use disorder (AUD) in various populations. Part of the mission involves translation of the pre-clinical findings through human laboratory studies and then ultimately to clinical trials. In order to provide this missing piece of development pipeline, human laboratory studies will be conducted with compounds and paradigms chosen by NIAAA. The NIAAA has supported both pre-clinical and clinical medications development activities and continues to further expand this research area with the addition of human laboratory paradigms. To carry out this task, NIAAA intends to develop a network of clinical sites capable of conducting multiple human laboratory paradigms on non-treatment seeking alcohol use disorder individuals that will examine the impact of putative alcoholism therapeutics on key components of the alcohol use disorder.
This acquisition is for a new requirement and will operate under an Indefinite/Delivery, Indefinite/Quantity (IDIQ) Task Order contract. It is estimated that the new human laboratory Paradigms network will consist of approximately 5 sites. This Pre-Solicitation announcement is for the RFP for the Human Laboratory Paradigms only.
The RFP will be made available electronically only via the FedBizOpps website (http://www.fbo.gov). Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued.
