This Amendment to the posting is to clarify that this is the synopsis and not the solicitation.
This synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's intent to issue a solicitation for a Full and Open Competition to procure services for the FHWA Human Factors (HF) Program On-Site Support Services.
As a result of this solicitation, the FHWA intends to award a single award IDIQ contract utilizing Time & Material (T & M) and Firm-Fixed-Price (FFP) task orders in accordance with FAR subpart 16.505. The period of performance is anticipated to be a five-year period of performance from date of award.

FHWA has a requirement for non-personal services to provide technical support for the HF program. The contractor shall provide on-site technical support to the FHWA with the administration and execution of its behavioral research programs requiring human factors, experimental design and data analysis, and traffic engineering expertise. The U.S. Department of Transportation (USDOT), Federal Highway Administration (FHWA), Office of Safety Research and Development (HRDS) Team is seeking support in human factors and transportation engineering to address complex technical program issues. This contract will provide support to FHWA with the administration and execution of its research studies, under Government oversight.
Some FHWA research entails close cooperation with state, local and private entities. The contractor must be able to provide objective, independent, technical support, be free from any competitive threat to FHWA's program partners, and adequately assure these partners that proprietary information will remain confidential. Specific technical capabilities will be required of the Contractor. In particular, detailed knowledge of and practical experience in (1) human factors and behavioral research concerning highway safety; (2) human factors and behavioral research concerning highway operations; (3) traffic engineering; (4) Intelligent Transportation Systems/Connected and Automated Vehicles; (5) driving simulator experiments and analysis, and (6) simulation research including virtual reality.
The Contractor shall work closely with the human factors specialist or FHWA Principal Investigator (PI), other Federal staff, contract research support staff, and the Contracting Officer's Representative (COR) to effectively plan and conduct human factors research, provide technical support in the design and execution of contract and in-house research to fulfill program requirements, provide technical and administrative support in ongoing and planned special projects, analyze and review specific technical and/or program issues, prepare documentation to support FHWA in planning, executing, and managing program activities, ensure that program documentation, research designs, and laboratory products are technically sound and cost effective and maintain and inspect equipment in HFL at the Turner-Fairbank Highway Research Center (TFHRC) in McLean, Virginia.
Availability of contract staff in the Washington, D.C. area is necessary, to facilitate the needed close working relationship with FHWA staff required by the effort. All full-time, key contractor staff shall be located at FHWA's Turner-Fairbank Highway Research Center in McLean, Virginia.
