About this opportunity
The Defense Information Systems Agency (DISA) has issued a sole source justification to award contract HC104720C0010 to KPMG LLP for Human Capital Management Modernization Services. The contract involves strategically overhauling DISA's legacy Corporate Management Information System (CMIS) by developing, implementing, and sustaining a new HCM IT platform that integrates ServiceNow for user interface, Workday for core HCM activities, and a data layer connecting to 39 internal and external systems. DISA justified the sole source award based on KPMG's existing development work on the project, deep subject matter expertise, and specialized technical knowledge of the system architecture, with market research confirming KPMG as the only vendor capable of continuing the project within existing cost and schedule parameters. The contract includes a base period from September 30, 2025 to September 29, 2026, with four one-year option periods extending through September 29, 2030, with the goal of fully replacing the legacy CMIS system by November 2029. While the contract was awarded on September 25, 2025, the specific award amount remains undisclosed in the available documentation.
