About this opportunity

The Defense Health Agency, on behalf of Naval Medical Center Portsmouth, is seeking to procure human cadavers for the Graduate Medical Education (GME) residency program through this Request for Information (RFI). This is a pre-solicitation notice issued solely for information gathering and market research purposes and does not constitute a formal solicitation or binding contract opportunity. Potential vendors are required to identify their capabilities in supplying soft cure (Thiel Method), flushed, and embalmed human cadavers suitable for physician residency training. The RFI is intended to determine whether the required supplies are commercial in nature and to identify qualified sources before a formal solicitation is released. Responses are due by March 18, 2026, and interested parties should monitor the government website for the release of the formal request for proposal, as no phone calls will be accepted and all responses to the RFI will not be returned.

This procurement carries no set-aside designation and represents a replacement contract for an existing agreement expiring June 30, 2026. The contract period of performance will run from July 1, 2026 through June 30, 2029, structured as a base year plus two option years, with an annual requirement of 26 cadavers comprising 63 soft cure, 12 flushed, and 3 embalmed specimens across the three-year period. All deliveries must be completed via refrigerated ground transportation within 2 hours of leaving the vendor's facility, with scheduling coordinated approximately two months in advance based on training requirements. Work shall be performed at Naval Medical Center Portsmouth's Bioskills Cadaver Lab during standard operating hours Monday through Friday from 0700 to 1530, excluding federal holidays and facility closures. Contractors must obtain base access credentials through DBIS and ensure all personnel maintain proper identification badges; the contractor is also responsible for coordinating the return of cremated remains to donor next of kin upon program completion in compliance with Virginia Code 32.1-301.
