About this opportunity

The Department of Veterans Affairs Veterans Health Administration, specifically Veterans Integrated Service Network 20, is conducting market research to identify qualified contractors for HUD-VASH Case Management Services at the Portland VA Medical Center. The solicitation seeks a vendor to provide comprehensive housing placement and case management services for homeless Veterans and their families, with a focus on supporting individuals with complex conditions including serious mental illnesses, substance abuse disorders, and other medical challenges. Potential contractors are required to submit a capability statement demonstrating their ability to provide a multi-disciplinary team of licensed clinical social workers, mental health professionals, housing specialists, and peer support specialists. The market research will help determine the appropriate acquisition strategy, with interested businesses asked to submit their responses via email to the contract specialist by June 1, 2022. Respondents must provide company details, business size classification, and a brief capabilities overview demonstrating their capacity to meet the complex service requirements.

The pre-solicitation notice does not indicate a specific set-aside designation, meaning the opportunity appears open to businesses of various sizes and ownership types. While no specific award value is mentioned, the contract will involve managing a caseload with a 35:1 ratio or better, focusing on housing placement services in Multnomah County using HUD Section 8 Housing Choice Vouchers. The services will require following Housing First principles, conducting regular home visits, helping Veterans access benefits and healthcare, and maintaining detailed documentation in VA electronic health records. The procurement falls under NAICS code 624229 for Other Community Housing Services, and contractors will need to demonstrate expertise in supporting Veterans with diverse and complex needs. Interested businesses are encouraged to carefully review the draft Performance Work Statement and provide comprehensive information about their capabilities to serve this vulnerable population.
