About this opportunity

The U.S. Army Corps of Engineers, New York District is seeking a contractor to perform maintenance dredging of the Hudson River Federal Navigation Project in Haverstraw Bay, New York. The primary objective is to remove approximately 200,000 cubic yards of critical shoals to maintain the channel at a depth of -32 feet Mean Lower Low Water (MLLW) plus 1-foot allowable over depth, with dredged material to be transported and placed at a government-provided Historic Area Remediation Site (HARS) located in the Atlantic Ocean at the New York Bight Apex. The contractor must utilize a mechanical dredge with a closed clamshell environmental bucket and provide necessary barges and tugboats for dredging and unloading operations. A critical contract requirement is maintaining a minimum average daily dredging production rate of 2,610 cubic yards of pay material to complete the work within the specified in-water work window and minimize impacts to Hudson River traffic. The Pre-solicitation Notice was posted on December 10, 2025, with a response due date of December 24, 2025, allowing potential bidders fourteen days to submit questions or express interest.

No set-aside designation has been applied to this contract opportunity. The dredged material is expected to consist primarily of silt and clay, and all necessary permits for dredging and dredged material placement will be provided by the government, with the contractor required to meet all permit conditions. The proposed work is scheduled to occur between August and November, establishing a defined seasonal window constrained by water quality restrictions that preclude in-water dredging work outside the specified timeframe. No specific award value or budget range was disclosed in the pre-solicitation notice. The contract falls under NAICS Code 237990 (Other Heavy and Civil Engineering Construction) and PSC Code Y1KF (Construction of Dredging Facilities), indicating this is a heavy civil engineering construction project requiring specialized dredging expertise and equipment.

Maintenance Dredging of Hudson River Federal Navigation Project – Haverstraw Bay, New York

Market Survey Background Information

The New York District (NAN) of the U.S. Army Corps of Engineers (USACE) proposes to perform maintenance dredging of the Hudson River Federal Navigation Project.  The dredged material will be transported and placed at a government provided Historic Area Remediation Site (HARS), located at the New York Bight Apex in the Atlantic Ocean.  The proposed maintenance dredging will remove approximately 200,000 cubic yards of critical shoals from the Haverstraw Bay dredging area.  Dredging will be required to a depth of -32 feet Mean Lower Low Water (MLLW) plus 1-foot allowable over depth.  The dredged material is expected to consist primarily of silt and clay.

Due to the conditions found in the water quality certificate, the proposed work may be performed by utilizing a mechanical dredge with a closed clamshell environmental bucket.  Additionally, multiple barges and tugboats will be needed to perform the work during the dredging and unloading/placement operations.  All necessary permits required for the dredging and dredged material placement will be provided by the Government.  The Contractor will be required to meet all conditions pertaining to dredging and dredge material placement as specified in these permits.

Water Quality restrictions preclude performing any in-water dredging work outside of the window provided in the contract.  To successfully complete the dredging of the required material within the contract’s in-water work window, the Contractor must be prepared to maintain a minimum average daily dredging production rate of 2,610 cubic yards of pay material.  Maintaining an acceptable production rate will be critical to the successful completion of the contract work and will minimize the duration of impacts to ship traffic using the Hudson River Federal Navigation Channel.

The proposed work is anticipated to take place between   August and November 2026, with all the in-water dredging work commencing no earlier than 15 August 2026. The work is currently estimated to cost in the range of $10,000,000 to $25,000,000.
