About this opportunity

GSA Federal Acquisition Service, procuring on behalf of the Department of Housing and Urban Development Office of the Chief Information Officer, has awarded a sole-source bridge contract to Pyramid Systems, Inc. for Single Family Housing Information Technology Operations and Maintenance support under a limited-sources justification on September 18, 2026.

The justification cites GSAR 538.7104-3(b)(ii), only one responsible source. The current task order expires September 23, 2026, and a competitive acquisition cannot be completed in time to prevent service disruption. PSI is the incumbent contractor and possesses embedded operational knowledge, cleared and credentialed workforce, system access, and established processes necessary to sustain uninterrupted support of 19 SFH information systems including AFOCS, CHUMS, CAIVRS, DSRS, EDIS, FHAC, Housing Counseling System, LEAP, LAMS, and others. Transition to another contractor would incur transition costs between $10.36 million and $15.54 million, plus direct agency overhead of approximately $15,000 to $40,000 per cleared FTE. Market research on August 18, 2026, surveyed nine BPA holders; six expressed interest, but PSI was uniquely capable of meeting sole-source requirements within the required timeframe on a firm-fixed-price basis. The base period runs September 24, 2026, through September 23, 2028, with an optional six-month extension. HUD plans to conduct a competitive recompete under new BPAs in fourth quarter FY27 with updated technical requirements emphasizing AI-enabled modernization capabilities. Place of performance is HUD OCIO and subordinate offices in Washington, D.C.

Notice text

The U.S. Department of Housing and Urban Development (HUD), Office of the Chief Information Officer (OCIO), requires contractor support of information systems primarily focused on Operations and Maintenance (O&M), with additional Program Management, optional Modernization and Enhancement (M&E), optional Decommissioning, and Transition Support for the Office of Single-Family Housing (SFH).

HUD OCIO oversees and manages the majority of HUD’s information technology functions. Application and systems support services are currently managed by the Office of Customer Relationship and Performance Management (OCRPM). OCRPM provides IT support to the Office of Single-Family Housing (SFH) and serves as the primary coordination point for technical activities involving other OCIO organizations, including the Office of the Chief Information Officer and Deputy Chief Information Officers, Investment Management, Enterprise Architecture, Policy and e-Government, IT Operations, and IT Security.

The Office of Single-Family Housing promotes affordable homeownership and refinancing opportunities for qualified borrowers through the Federal Housing Administration’s Single Family mortgage insurance programs. These programs protect approved mortgage lenders against losses resulting from borrower defaults, thereby encouraging lenders to provide mortgage financing to eligible homebuyers, including first-time homebuyers and individuals and families with low-to-moderate incomes.

Awarded contract 47QFDA20A0037 to unknown vendor for unknown amount on 2026-09-18.
