About this opportunity
The Department of Homeland Security's Immigration and Customs Enforcement (ICE) agency has issued a pre-solicitation notice for the "HSI BITMAP" procurement. ICE is seeking vendors to provide proprietary software and online access that will allow Homeland Security Investigations (HSI) to collect and manage biographic and biometric data, including fingerprints, iris scans, and photos. The software must enable HSI to administer devices, user accounts, and view/print enrollment data, as well as interface with Customs and Border Protection systems. The key objectives are to strengthen criminal investigations, border security, and counterterrorism efforts through identity intelligence gathered from biometric data collection. The procurement will likely be awarded as a Blanket Purchase Agreement with a one-year base period and four one-year option periods.
This procurement is not designated as a set-aside. The notice does not mention any potential incumbent contractors. While no award value or budget range is provided, the work is expected to be primarily performed outside the United States in support of HSI's international operations. Responses to the pre-solicitation are due by July 18, 2024.
Notice text
Vendors will provide exclusive access to their proprietary software that allows for the collection of biographic and biometric data (fingerprints, iris, photos) and online services similar to a cloud service in order for HSI to manage the devices, user accounts, and see/print out the enrollments. This will allow HSI to be an administrator and assign individual managerial rights to various HSI attaché offices throughout the world. Vendors will also provide HSI with user support and any scheduled or unscheduled updates, patches or fixes to the software and their online gateway.
The software and online system will allow HSI to collect and transmit biometric data to support law enforcemnent mission-essential requirements.
