About this opportunity
The Missile Defense Agency (MDA) is seeking a competitive small business contractor to develop the Command and Control, Battle Management, and Communications (C2BMC) Operational Defense Design System (CODDS) software. This critical project aims to enhance missile defense capabilities by providing Combatant Commanders with advanced planning, coordination, and assessment tools for missile defense resources. The solicitation (HQ0852-23-R-0004) requires software development for a system that can collaboratively plan and optimize defense assets against missile threats to the United States, deployed forces, and allies. Proposals must be submitted through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module by 4:00 pm central time on September 15, 2023, with any questions directed to MDA-CTB-BC-Orgbox@mda.mil or Larry E. Davis. The contract will use NAICS code 541715 for Research and Development in Physical, Engineering, and Life Sciences, with a Product Service Code of K058 for communication and detection equipment modification.
The contract is a total small business set-aside with an initial 27-month base period for prototype development, followed by a potential 33-month option for continued development, testing, deployment, and maintenance. The place of performance will be Redstone Arsenal, Alabama, providing a specific geographic context for the project. While specific award values are not disclosed, the comprehensive software development and maintenance scope suggests a significant investment in missile defense technology. The solicitation indicates a comprehensive approach to missile defense system integration, covering land, sea, air, and space-based assets. Potential contractors must be prepared to engage with a complex technical requirement that involves collaborative planning, asset optimization, and advanced defense system integration across multiple operational domains.

5/17/2024 – Amendment 0004. Due to Missile Defense Agency budget constraints and the re-baselining of the Inc. 10 requirement, the BC program office has allocated funds away from the Command and Control, Battle Management & Communications (C2BMC) Operational Defense Design System (CODDS) program for FY 24 & 25. Therefore, the CODDS source selection, (Request for Proposal HQ0852-23-R-0004) has been canceled. The Missile Defense Agency intends to reassess the need to competitively acquire CODDS in the future, subject to funding availability.
