About this opportunity
The Portsmouth Naval Shipyard, operating under the Defense Logistics Agency Land and Maritime, is soliciting quotations for one GC3518 Slimline HPGE (High-Purity Germanium) Detector system with associated shipping costs. This requirement is sole-sourced to Mirion Technologies (Canberra), and quotations representing alternative manufacturers will not be considered for award. The detector system must meet specific technical specifications including 35% relative efficiency at 1332 keV and a peak-to-Compton ratio of 60:1 or better, and vendors must provide country of origin information for each line item. The evaluation will be conducted on a Lowest Price Technically Acceptable (LPTA) basis, with vendor responsibility screening performed through the Supplier Performance Risk System (PPIRS). Quotations must be submitted via email to robert.dowdle@dla.mil and DLA-KME-QUOTATIONS@DLA.MIL by 12:00 PM EDT on April 6, 2026, and all offerors must complete the attached FAR and DFARS provisions including 52.204-24, 52.204-26, 252.204-7016, and 252.204-7019 with their responses.
This procurement is not designated as a set-aside and is offered to all responsible sources without any small business set-aside provisions, though vendors must indicate their business size under NAICS Code 334516 (Analytical Laboratory Instrument Manufacturing). Mirion Technologies is identified as the incumbent and sole-source manufacturer for this requirement, as the equipment has been specifically mandated by NAVSEA instructions for environmental analysis purposes at naval facilities. No specific budget range or award value is disclosed in the solicitation documents. The requirement consists of two contract line items: CLIN 0001 for the detector system and CLIN 0002 for shipping costs, with payment terms of Net 30 days after material acceptance. Performance of work and delivery will occur at Portsmouth Naval Shipyard in Kittery, Maine, with consignment required during specified receiving hours of 7:00 AM to 2:30 PM on weekdays.
Notice text
The Portsmouth Naval Shipyard requests responses from qualified sources capable of providing HPGE Detector IAW attached documents (Notes: Vendor shall list the country of origin for each line item & If not the actual manufacturer- Manufacturer's Name, Location, and Business Size must be provided) . Thisrequirement is solesourced to Mirion Technologies (Canberra). “Equal To” submittals will not be considered; this item is specifaiclly called out in NAVSEA instructions for use in performing environmental analyses. Deviation from the NAVSEA requirements discussed above would require significant cost and delays to the government in delivering ships back to the Navy, due to validating that other technology would meet the existing requirements, training in new systems and developing new procedures based on the hardware from a different vendor.
