Paragraph 1:
The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) is seeking a sole-source contract under FAR 13.5 to acquire technical oversight and guidance for the inspection and testing of four High Powered Air Compressors (HPAC) on a NIMITZ class aircraft carrier. The Government is looking for the Original Equipment Manufacturer (OEM) to provide these services, which include a four-hour operational test on each compressor, minor repairs, and the submission of technical reports. Interested parties may identify their capability to respond to this requirement by June 12, 2024, but the determination not to compete this procurement will be at the sole discretion of the Government.
Paragraph 2:
This procurement is set aside for an 8(a) sole-source contract. The Government has prepared a justification and approval for Other than Full and Open Competition. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. The contract is expected to be awarded under FAR 13.5, but the Government will not disclose any potential award values or budget ranges. The anticipated work includes the inspection and testing of four High Powered Air Compressors on a NIMITZ class aircraft carrier.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A DETERMINATION NOT TO COMPETE THE PROPOSED PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) in support of a NIMITZ class aircraft carrier requires Original Equipment Manufacturer (OEM) to provide technical oversight and guidance for the inspection and testing of High Powered Air Compressors (HPAC) 1, 2, 3 and 4. The contract is expected to be awarded under FAR 13.5. A justification and approval for Other than Full and Open Competition has been prepared.
THE NOTICE OF INTENT IS NOT A REQUEST FOR COMPETETIVE QUOTES.
However, interested parties may identify their interest and capability to respond to this requirement no later than June 12, 2024 10am, PDT.
A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competetive procurement.
Puget Sound Naval Shipyard and Intermediate Maintenance Facility Contracting Office (Code 400) will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award.
