About this opportunity

The U.S. Department of Agriculture Animal and Plant Health Inspection Service (APHIS) is soliciting bids for the procurement of approximately 130 HP Pro T550 Thin Client Celeron J6412 Quad-core units to replace outdated WYSE Thin Clients that have reached end-of-life status at Cotton Laboratories nationwide. These thin clients must meet specific operational requirements, including an embedded 6530 terminal emulator for communication with HPE NS4X Nonstop servers, kiosk-mode operation with disabled ports and restricted access, and resilience to high-humidity and cotton-dust environments. The contract will be awarded on a lowest price, technically acceptable basis with consideration of past performance. Questions must be submitted by March 6, 2026 at 12:00 PM Central Time, and quotations are due by March 9, 2026 at 3:00 PM Central Time, with submissions required via email to Jeremy Pouliot at jeremy.pouliot@usda.gov. The period of performance spans from March 10, 2026 to May 29, 2026, with all items required for delivery by the latter date.

This procurement is designated as a Total Small Business Set-Aside under NAICS code 334118 with a 1,000-employee size standard, meaning only certified small businesses are eligible to bid. The WYSE Thin Clients being replaced represent the incumbent technology currently deployed across ten cotton classification laboratories. The solicitation does not specify an explicit budget ceiling, but awards will be made on a Firm Fixed Price basis with standard Net 30 payment terms. The contract requires delivery of all 130 units to USDA Cotton & Tobacco IT Staff in Memphis, Tennessee (3275 Appling Road, Room 8, Memphis, TN 38133-2701) on an FOB Destination basis. This is a rated order under the Defense Priorities and Allocations System (DPAS), and the contracting officer is Jeremy Pouliot, who can be reached at 612-336-3204 for additional information.
