About this opportunity

The U.S. Army Corps of Engineers Engineering District Seattle has issued a Special Notice announcing its intent to award a sole-source contract to Kleinschmidt Group for habitat monitoring services at Howard Hanson Dam on the Green River in King County, Washington. This environmental consulting opportunity under NAICS code 541620 involves monitoring the effectiveness of wood and gravel nourishment projects downstream of the dam. The contract structure includes a base year and four option years running through April 1, 2030, with specific tasks for large wood inventory in 2025, 2026, and 2028, plus comprehensive habitat monitoring in 2027. The work focuses on tracking large woody debris distribution, particularly Corps-tagged wood, and documenting various habitat conditions including log jam characteristics, side channel conditions, and bankfull measurements.

The Special Notice serves as a notification that the government intends to proceed with a sole-source award rather than competitive bidding, citing the need for safety, data consistency, and risk minimization given the unique and hazardous conditions of the project. However, firms believing they can meet the government's requirements may submit capability statements and substantiating documentation to challenge this sole-source determination by August 18, 2025, at 10:00 AM PT. All responses must be submitted via email to the designated contracting officer, as oral communications are not acceptable. The government retains full discretion to determine whether to convert this to a competitive procurement based on received responses. Interested contractors must demonstrate their ability to perform large wood debris monitoring, habitat assessments, and deliver comprehensive reports with GIS-compatible electronic data layers and metadata files.
