About this opportunity
The U.S. Army Corps of Engineers - Galveston District is conducting a Sources Sought announcement to identify qualified contractors capable of performing dredging operations on the Houston Ship Channel from Sims Bayou to the upper Turning Basin in Harris County, Texas. This market survey is not a solicitation for proposals and will not result in a contract award; rather, it serves as a preliminary planning tool to assess industry interest, capabilities, and qualifications across various business categories. The government is particularly interested in firms with demonstrated experience as prime contractors on deep draft navigation channel dredging projects and seeks documented production rates to evaluate contractor capability. Respondents must submit a maximum 5-page response by January 30, 2026, providing company information, bidding interest, project capabilities, past performance examples, business classification, joint venture details, bonding capacity, and potential dredge equipment specifications. All interested firms must be registered in SAM.gov, and the official solicitation is anticipated to be released in June 2026 via the Contracting Opportunities website.
This procurement will be awarded as a competitive, firm-fixed price contract under FAR 14 Sealed Bidding procedures with no set-aside designation at this time, though the type of set-aside will be determined based on responses received. The estimated contract value ranges between $10,000,000 and $25,000,000, with an anticipated project duration of approximately 180 days and dredged material placement at Rosa Allen, an upland confined placement area. Small businesses, including Section 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB) firms, are strongly encouraged to participate; however, small business prime contractors must perform at least 40 percent of the dredging volume with their own equipment. No incumbent contractor is identified in this announcement, and respondents will not be notified of evaluation results following the sources sought process.
