About this opportunity
The Federal Emergency Management Agency (FEMA) issued a Limited/Sole Source Justification Notice to extend two existing Indefinite Delivery Indefinite Quantity (IDIQ) contracts for Housing Inspection Services (HIS) with WSP USA Services, Inc. and Vanguard Inspection Services. The 150-day extension runs from August 28, 2025, through January 26, 2026, and is necessary to maintain continuous support for critical disaster response missions while FEMA completes the competitive follow-on contract process, which was delayed by GAO protests filed in February 2025. These contracts provide essential on-site housing inspections in response to presidentially declared disasters, with each contractor maintaining a year-round cadre of approximately 2,500 inspectors capable of deploying within 24 hours of contract award. The justification is based on FAR 6.302-2 "Unusual and Compelling Urgency" to prevent service disruption, as FEMA's internal inspector capacity is insufficient for large-scale disaster response. While the specific award values were not disclosed in the notice, the extension maintains the current contract maximum funding limitations and continues to utilize both Firm-Fixed-Price and Cost-Reimbursable task order structures.
