About this opportunity
The Department of Housing and Urban Development (HUD) has issued a Sources Sought notice to conduct market research for Mortgagee Compliance Manager (MCM) services, which will provide pre-conveyance and post-conveyance services for HUD's Real Estate Owned (REO) properties including activities associated with claims, acquisition, and disposition of FHA Single Family insured assets. The services encompass pre-conveyance activities such as processing extension requests, over-allowable requests, occupied conveyance, and surchargeable damages, as well as post-conveyance activities including claim reviews, title evidence review and approval, voluntary deed execution, administrative remedies, reporting, document administration, and customer service. This market research effort will help HUD determine the appropriate procurement method and establish the applicable NAICS code and size standards for the future solicitation. Interested parties are requested to submit capability statements aligned with the draft Performance Work Statement, demonstrating their corporate description, experience in performing MCM or similar services, and specific experience in pre-conveyance and post-conveyance activities. The response deadline for this Sources Sought notice was August 13, 2024 at 11:00 AM EST, and HUD emphasizes this is not a request for proposals, quotes, or bids.
This opportunity does not include any set-aside designations, as all large and small businesses are encouraged to respond, including Small Disadvantaged Business (SDB), 8(a), HUBZone small business, veteran-owned small business, service-disabled veteran-owned small business, and women-owned small business concerns. No incumbent contractors or current service providers are specifically identified in the documentation. While no specific contract value or budget range is disclosed in the Sources Sought notice, historical data from fiscal years 2020 through 2022 is provided to give potential respondents an understanding of the scope and volume of services required. The anticipated contract structure includes a one-year base period with four 12-month option periods, creating a potential five-year total performance period. Services are to be performed at the contractor's facility rather than at government locations, and the work involves processing various types of requests and claims related to HUD's mortgage insurance programs.
