About this opportunity

The Department of the Navy Naval Air Systems Command is seeking software development services for the F-35 Joint Program Office, specifically targeting two critical aviation technology improvements. The planned procurement focuses on Hands-On-Throttle-And-Stick (HOTAS) declutter and Pilot Alignment Warning System (PAWS) software development. This pre-solicitation notice indicates the contract will be issued on a sole-source basis directly to Lockheed Martin Aeronautics Company of Fort Worth, TX, in accordance with FAR 6.302-l(a)(l) regulations. The primary objectives include reducing symbology obstruction and clutter in the HOTAS system and developing a mechanism to notify pilots when their Helmet Mounted Display (HMD) is not properly aligned. Interested parties have from March 12, 2025, until April 11, 2025, to submit capability statements, proposals, or quotations for consideration.

The pre-solicitation notice does not specify a specific set-aside designation, and no specific award value or budget range is detailed in the document. The contract falls under the Aircraft Manufacturing NAICS category (336411) and is classified under the National Defense R&D Services PSC category (AC15). The procurement is specifically targeted at software development for advanced F-35 fighter jet interface and pilot guidance systems. While Lockheed Martin is the intended sole-source provider, the notice indicates that responsible sources may still submit proposals for agency review. The project appears to be focused on enhancing pilot situational awareness and reducing cockpit interface complexities through targeted software improvements for the F-35 advanced fighter platform.
