Update #2 · Latest ·

Since 2013, the U.S. Nuclear Regulatory Commission (NRC) has used Unison Software, Inc.'s (formerly Compusearch Software Systems, Inc.) PRISM software for its system to create and manage documentation for acquisitions and financial assistance services. The NRC's implementation of that system, known as the Strategic Acquisition System (STAQS), supports 600 NRC's STAQS users at headquarters and the regional offices. The U.S. Department of Transportation hosts NRC's STAQS solution via an Interagency Acquisition under the Economy Act. That hosting agreement expires on February 29, 2020.

The NRC requires continued use of STAQS, including hosting, PRISM software subscriptions, maintenance, and related IT professional services beyond the expiration of the agreement with DOT.

The NRC has confirmed in writing with Unison that Unison does not authorize any other commercial sources to provide the hosting, software license and related services that the NRC requires. Therefore, under the authority of 41 U.S.C. 3304(a)(1), the NRC intends to solicit, negotiate and award a contract to Unison Software, Inc., 21251 Ridgetop Cir Ste 100, Dulles, VA, 20166-6644 to acquire migration of hosting, subsequent hosting, PRISM software subscriptions, maintenance, and related IT professional services. This renewed support is necessary to ensure that the NRC is able to continue to use STAQS and provide STAQS users with the required support.

The contract will consist of a base period from September 30, 2019 through June 28, 2020 plus three one-year options to extend the term of the contract.

The U.S. Nuclear Regulatory Commission (NRC), Office of Administration (ADM), Acquisition Management Division (AMD) coordinates and performs acquisition management for the agency. AMD operates and maintains Unison Software, Inc.'s (formally Compusearch) PRISM procurement module. PRISM® is the commercial off-the-shelf software solution that is implemented at NRC as part of Strategic Acquisition System (STAQS). STAQS is the toolset that supports contracting, interagency agreements (including Department of Energy Laboratory Agreements), simplified acquisition, grant, and financial assistance activities. STAQS supports activities such as contractor/agency/grantee selection, negotiation, award, administration, and closeout. PRISM procurement module supports 600 NRC's STAQS users at headquarters and the regional offices. STAQS users utilize various modules to create requisitions, awards (i.e., commercial contracts, purchase orders, grants, cooperative agreements, and interagency agreements), modifications, and close outs in the system.

The NRC intends to solicit, negotiate and award a contract to Unison Software, Inc., 21251 Ridgetop Cir Ste 100, Dulles, VA, 20166-6644 to acquire the Unison Software Inc.'s hosting, PRISM licenses, maintenance, and technical support services necessary to ensure the AMD is able to provide the STAQS users with the highest levels of support, and continue to maximize the functionality and overall efficiency and effectiveness of NRC acquisition system by providing end-to-end support in one location, PRISM® software licenses, maintenance, and technical support services from the U.S. Department of Transportation to Unison. The contract will consist of a base period from September 30, 2019 through September 29, 2020 plus four one-year options to extend the term of the contract. The

The NRC confirmed with Unison Software, Inc. that it does not authorize any other commercial sources to provide the hosting, software license and related services that the NRC requires. Therefore, the only way that the NRC can satisfy its requirements is to directly procure them from Unison, Inc. The statutory authority for this action is 41 U.S.C. 3304(a)(1), as implemented in Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
