About this opportunity

The U.S. Army Corps of Engineers (USACE), through its Humphreys Engineer Center Support Activity (HECSA), is seeking market research information regarding vendors' capability to provide an on-premises eDiscovery software solution. This pre-solicitation notice, issued under FAR Part 10, is not a formal solicitation and will not result in a contract award; rather, it is designed to gather information on industry capability and pricing for preliminary planning purposes. The solution must be compatible with Pinpoint Labs Harvester 1.0 and EnCase Forensics Collection Examiner, support approximately 700 users across USACE with 450 concurrent users capability, and include features such as metadata extraction, optical character recognition, email thread analysis, Technology-Assisted Review capabilities, and advanced redaction tools. Interested vendors should submit capability packages addressing company information, socioeconomic status, technical capability, teaming arrangements if applicable, and a rough order of magnitude estimate by the November 7, 2025 deadline. The procurement is classified under NAICS code 541512 (Computer Systems Design Services), and evaluation will focus on vendors' ability to meet technical requirements, deliver the full solution within an acceptable timeline, and address identified risks and mitigation strategies.

This opportunity carries no set-aside designation, and no incumbent contractor or current contract information is identified in the notice. While specific award values are not disclosed in the pre-solicitation announcement, vendors are requested to provide non-binding rough order of magnitude estimates to inform government budgeting decisions. The anticipated contract structure includes a base period of one year with four option years, requiring perpetual licensing for either 250 concurrent users or 700 individual users. The solution must comply with DoD and USACE cybersecurity directives, including AT Level 1 awareness training for personnel, and be deployable on virtual servers or within a USACE cloud-based IL4 environment. Contractors will be expected to provide comprehensive technical support, software maintenance, installation assistance, and online training webinars covering database management, reviewer training, and legal hold processes.
