About this opportunity

The Department of Agriculture Forest Service seeks procurement, upfitting, and delivery of two all-terrain vehicles to Hoosier National Forest, with proposals due June 15, 2026 at 4:00 PM Central Time. This is a Total Small Business Set-Aside under NAICS 336991 with a 2,310-employee size standard, foreclosing competition outside the small business pool.

Place of performance is Bedford, Indiana (811 Constitution Avenue, Hoosier National Forest, 47421). The contractor must pick up two trade-in 2016 Honda Rubicon 500 4x4 units (one with 167.5 hours, one with 104 hours) and deliver the new ATVs within 60 calendar days from receipt of order. Required specifications include independent suspension 4x4 with electronic power steering, minimum 500cc engine, five-speed dual clutch transmission, maximum width of 48 inches and length of 86 inches, and mandatory equipment comprising an electric winch, full-length aluminum skid plates, and steel front and rear baskets. A phone/tablet mount is optional if funds permit. Trade-in values will be credited toward the purchase price; final contract total is to be determined during procurement.

Award will be made on a lowest-price technically acceptable basis. Only the lowest priced offer will be evaluated for technical acceptability; award goes to the lowest priced, technically acceptable offer with acceptable or neutral past performance. Evaluation includes past performance using acceptable/neutral/unacceptable ratings. The procurement is firm fixed price, and the government intends one award. Offerors must submit three separate attachments—price proposal, past performance documentation, and representations/certifications—via email to shannon.warren-davis@usda.gov in Microsoft Word, Excel, or Adobe PDF format. Invoices must be submitted in arrears via the Department of Treasury's Invoice Processing Platform at the end of the 30-day performance period, with no advance payments authorized. All contractor personnel must have active SAM registration and complete required representations and certifications.
