About this opportunity

Defense Logistics Agency Land and Maritime is preparing to procure aircraft hook and latch components (NSN 5340-01-564-5512) with responses to a market survey due by August 6, 2026; no set-aside is planned. The requirement covers 60 units with a potential 100-percent option bringing the total to 120 units. Approved sources are Sikorsky Aircraft Corporation (CAGE 78286, P/N 70207-22802-101) and Avibank Manufacturing, Inc. (CAGE 84256, P/N 91464-101). The AMC/AMSC rating is 3/C, restricting procurement to actual manufacturers or qualified alternate sources; the part requires engineering source approval by the design control activity due to existing unique design capability and manufacturing knowledge retained by approved sources that are not economically available elsewhere and are essential to maintaining part quality.

DLA is conducting a market survey to identify potential alternate sources. Respondents must address manufacturing capability, inventory status, delivery timelines, commercial item status (with price lists and invoices), FAR Part 12 or Part 15 compliance, hazardous material content, RFID and STD-COM packaging capability, minimum order quantities, and quantity/price breaks. The government prefers Firm Fixed Price contracts with F.O.B. Origin terms. Companies seeking approval as alternate sources may apply through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program; qualification procedures must be approved by the cognizant Government engineering activity having jurisdiction over the part. AMSC "C" This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). Please review the NSN listed above and provide any sources that may be able to manufacture these items. The approved sources for this NSN are currently listed above. All information may be submitted directly to the Contract Specialist listed above. This information must be provided by the response date indicated above.

Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.

For further information, please reference the DLA Land Maritime web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process.
