About this opportunity
The National Oceanic and Atmospheric Administration is seeking architectural and engineering services for the relocation of the Honolulu Weather Forecast Office to the Daniel K. Inouye Regional Center on Ford Island. The procurement involves a firm/fixed price and labor hour contract for design, construction oversight, and remodeling services to convert existing empty space within the IRC into operational facilities suitable for Weather Forecast Office operations. The primary objective is to achieve cost savings by relocating the WFO to a NOAA-owned facility rather than continuing to utilize General Service Administration lease arrangements, which would eliminate GSA fees and avoid costly upgrades to the current WFO location. The solicitation was posted on August 7, 2025, with proposals due by September 2, 2025. The contract falls under NAICS code 541310 for Architectural Services and PSC category C1PB for Architect and Engineering Construction services.
This opportunity is designated as a Total Small Business set-aside, restricting competition to qualified small business entities. No incumbent contractors or current service providers are identified in the solicitation notice. The contract award value and specific budget range are not disclosed in the available documentation. The place of performance is Ford Island, Hawaii, specifically at the Daniel K. Inouye Regional Center where the architectural and engineering firm will conduct the design and remodeling work. The timeline for service delivery and specific quantities of work to be performed are not detailed in this initial solicitation notice. The procurement represents a strategic facility consolidation effort aimed at reducing operational costs for the National Weather Service's Hawaiian operations.
Notice text
This is a combines synopsis and solicitation for a firm/fixed price and labor hour contract for the National Weather Service (NWS) for Architecture and Engineering Design and Construction Oversight for the relocation of the Honolulu Weather Forecast Office (WFO) to the Daniel K. Inouye Regional Center (IRC) on Ford Island. The move is being conducted to save money for the NWS since the IRC is a NOAA building that currently has open space. The NWS will not have to use the General Service Administration (GSA) as a third party lease designator saving the NWS significant savings in upgrades to the current WFO and well as GSA fees. This Acquisition and the associated Requirement will be to hire an Architectural and Engineering (A&E) firm to design/build/remodel the IRC in order to convert the empty space into a location that the WFO Operations area can utilize.
