About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center is procuring comprehensive software engineering support services for the C-5M Super Galaxy aircraft through a sole source contract with Honeywell International, Inc. (CAGE Code 07187). The contractor will develop and sustain multiple fully tested Operational Flight Programs (OFPs) and related software support applications for critical aircraft systems including Flight Management System (FMS), Terminal Control Software (TCS), Communication Management Function (CMF), and Automatic Flight Control System (AFCS). Key contract requirements include specification analysis, engineering development, software design, comprehensive testing, technical data package updates, airworthiness certification support, maintenance of Software Integration Laboratories, and resolution of software deficiencies and obsolescence issues. The solicitation was posted on June 11, 2025, with a response deadline of August 24, 2025, and the government has justified this sole source procurement under FAR 6.302-1 as only one responsible source can satisfy the agency requirements.
This contract opportunity has no set-aside designation and is structured as a firm fixed-price agreement with Honeywell as the incumbent contractor continuing their existing support role for the C-5M program. The contract includes a 12-month base period from January 31, 2026 to January 30, 2027, followed by five one-year option periods that could extend performance through January 31, 2032. The total contract value is to be determined, with funds not currently available at the time of solicitation issuance. Work will be performed primarily at Warner Robins Air Logistics Complex in Warner Robins, Georgia, where the Air Force's primary C-5 aircraft depot operations are located. The contractor must submit 22 distinct data items through the Multi-user ECP Automated Review System (MEARS), with specific submission timelines and approval processes ranging from 14 to 45 calendar days for various technical deliverables.
