About this opportunity

The U.S. Coast Guard is issuing a Request for Information (RFI) to identify icebreaker vessel designs suitable for the Homeland Security Cutter-Medium Icebreakers program. The procurement seeks designs from the U.S. and allied nation maritime industrial bases that can meet specific operational parameters, including vessels 140 feet or less in length with a 14-foot draft capable of breaking 22-inch thick freshwater ice at three knots while maintaining seven-day endurance for 19 crew members. The primary objective is to recapitalize the existing 140-foot WTGB fleet to support safe navigation and commerce on the Great Lakes and Northeast waterways. Respondents must submit comprehensive information regarding vessel design characteristics, design maturity level, shipyard production capabilities, execution strategies, and cost estimates in five pages per design with supporting appendices allowed for schedule and cost details. The deadline for responses is November 10, 2025, at 5:00 PM EDT, with the Coast Guard planning to evaluate submissions and potentially issue contract awards by mid-2026.

This RFI carries no set-aside designation and does not identify any incumbent contractors. The Coast Guard is exploring alternative acquisition approaches, including designing vessels to commercial standards and engaging a vessel construction manager to reduce costs and accelerate delivery timelines. The program aims to produce up to eleven vessels within 24 months of contract award, representing a significant acquisition commitment for the maritime industrial base. While specific budget ranges have not been disclosed in this pre-solicitation notice, the scope of production and the specialized icebreaking capabilities required suggest a substantial contract value. The evaluation will assess the design maturity, technical feasibility, production readiness, and cost-effectiveness of proposed solutions to determine the optimal path forward for this critical Coast Guard modernization initiative.
