The estimated value is $16.5 million under NAICS 561990 (All Other Support Services) and PSC R499 (Support-Professional: Other). The work supports approximately 1,500 Class members and Additional Household Members (AHMs), with services performed from Tegucigalpa, Honduras; Guatemala City, Guatemala; San Salvador, El Salvador; Mexico City, Mexico; Brasilia, Brazil; and Washington, D.C., and USCIS monitors performance. The contractor must initiate contact with Class members within one business day of DHS notification, complete orientation calls within ten days, assist with Forms I-131 and I-765 (ideally submitted within ten business days), coordinate exit documentation within five business days, and schedule biometric and identity verification appointments within three business days. Travel support includes international flights with minimum four-hour layovers, transportation, hotels for up to three trips of four days each, escorts, and translation. The contractor also operates a toll-free help desk and conducts needs assessments with referrals to HHS, DOJ/EOIR, and other providers. Security requirements include Privacy Act compliance, NIST SP 800-17 or ISO 27001 standards, password-protected Excel for all PII transmission, destruction of original DHS data within one year, and breach notification to DHS within one hour of discovery. Reporting includes daily activity reports, monthly help desk metrics, quarterly financial and application data reports, weekly referral trackers, and annual narrative reports. Responses go by email to Jeffrey.s.bulthuis.civ@uscis.dhs.gov with a copy to Rajan.Dahal@uscis.dhs.gov.
