About this opportunity
The USDA Forest Service seeks to establish multiple-award Blanket Purchase Agreements for wild hog removal services at the Savannah River Site in South Carolina, with quotations due July 14, 2026, and questions due July 3. This procurement is a Total Small Business set-aside under NAICS 114210 with a size standard of $8.5 million.
Place of performance is the 198,000-acre Savannah River Site (Department of Energy facility) spanning Aiken, Barnwell, and Allendale counties in South Carolina, with administrative and receiving operations in New Ellenton, SC. The Forest Service intends to award three BPAs to perform hog capture and dispatch over a five-year period from October 1, 2026, through September 30, 2031.
Work consists of capturing and dispatching wild hogs primarily using box, corral, or smart traps (leg-hold traps and snares prohibited), with optional trained dog-pack operations permitted September 16–June 14 only. Contractors must maintain a minimum of five baited operational traps at all times, inspect traps every 24 hours, and provide up to four personnel, 4x4 transportation, safety equipment, and related supplies. Firearms (optional .22 caliber rim-fire rifles only) require DOE background investigations and annual safety certification.
All contractor personnel working more than ten consecutive days annually must complete Category 1 General Employee Training at the SRS facility; background checks deny access to individuals with felony convictions, drug-related offenses, prior SRS terminations, or denied DOE clearances. Security badge requests require 1–2 weeks' advance notice (30+ days for non-U.S. citizens). Operating hours are 7:00 AM to 5:00 PM Monday–Friday, excluding federal holidays. Contractors must comply with Service Contract Act labor standards, with Wildlife Technicians at $19.62 per hour plus $8.24 fringe benefits. General Forestry Laborers are subject to $14.59–$23.80 hourly rates depending on role.
The aggregate purchase limit across all three BPAs is estimated at $500,000 over five years, with individual BPA calls not to exceed $100,000 and no minimum guarantee. Pricing is submitted on a per-hog basis; historical annual removals average 350–550 hogs per contractor. Each BPA call is firm-fixed-price based on estimated quantities. Annual price reviews permit rate adjustments.
Evaluation prioritizes technical capability, past performance within the past three years in feral hog control via hunting or trapping, and price reasonableness. Award will be made to three responsible offerors representing best overall value. Offerors must submit quotations electronically to winston.buchanan@usda.gov with a courtesy copy to keith.d.friot@usda.gov, including a cover page, technical capability volume, completed CLIN pricing structure, and Experience Questionnaire detailing up to three relevant projects from the past three years. Amendment 0001, effective July 9, 2026, updated the wage determination to Revision 78 (July 8, 2026) establishing Wildlife Technician rates at $21.76 per hour and requires offeror acknowledgment. Either party may terminate with 30 days' written notice.
