The Naval Air Systems Command (NAVAIR) at Naval Air Station Patuxent River, MD, has issued a Special Notice for a sole source contract opportunity with Gentex for the Low Rate of Initial Production (LRIP) of Next Generation Fixed Wing (NGFW) Helmets. The contract will cover helmet procurement for multiple naval aircraft platforms, including F/A-18E/F, EA-18G, T-45C, E-2D, and T-6 aircraft. This proposed contract is a follow-on production contract based on a previous Other Transaction Agreement (OTA) and will be awarded under the authority of 10 U.S.C.3204(a)(1) and FAR 6.302-1. NAVAIR has determined that Gentex is the sole designer, developer, and manufacturer of the helmet, making them the only source capable of meeting the government's specific requirements. The Special Notice is classified as an 8(a) Sole Source opportunity within the Other Aircraft Parts and Auxiliary Equipment Manufacturing NAICS category.
The purpose of this Special Notice is to announce NAVAIR's intent to negotiate a Firm Fixed Price (FFP) contract directly with Gentex for the NGFW Helmet LRIP. While this is not a competitive procurement, interested parties may submit written responses identifying their interest and capabilities before the closing date of March 12, 2025. The government will review all received information to determine whether to conduct a competitive procurement, with the ultimate discretion remaining with the government. Eligible contractors interested in this opportunity should note that no phone inquiries will be entertained, and all responses must be submitted in writing via email, U.S. mail, or facsimile to the designated contacts, Mr. Christopher Woehrer or Mr. Jamie Billig. Companies seeking subcontracting opportunities are directed to contact Michelle Collier at Gentex via email. The contract aims to fulfill fleet requirements by procuring helmets from the only source with the requisite knowledge, experience, and technical data to meet the government's specifications.
