About this opportunity

The National Aeronautics and Space Administration (NASA) Shared Services Center has issued a Special Notice for a sole source contract opportunity to develop a Harmonized Landsat Sentinel-2 (HLS) AI Geospatial Foundation Model (GeoFM) to support various geospatial science applications. The contract will be awarded to the Trustees of Clark University, who have been determined to be the sole provider of the required services.

The purpose of this contract is to provide research and science expertise to support the development of the HLS GeoFM, including designing and evaluating novel downstream use cases, assessing the model's generalizability and performance, and creating labeled training data and documentation for new benchmarks. The contractor will also be responsible for providing outreach and communication support, such as organizing workshops and training sessions to educate the science community on the GeoFM's capabilities. The period of performance is from August 1, 2024 to January 31, 2026, and the place of performance is at facilities located at Clark University. Interested organizations may submit their capabilities in writing by August 8, 2024 to be considered for a potential competitive procurement, though the decision to compete the effort will be at the sole discretion of the government.
