Update #2 · Latest ·

In consideration of the complexity of the tasks of the activity and due to uncertainties involved in contract performance and the demand driven nature of the activity, costs cannot be estimated with sufficient accuracy to use any type of fixed price contract, therefore a cost reimbursable plus fixed fee contract is more appropriate(FAR 16..301-2). Furthermore, due to the nature of the activity-where the level of technical assitance, training and grants provision cannot be fully diclosed or determined at the time of award and will be dependent on the need-the scope of work is considered to be a relatively general and tus, thecontractor will be required to provide a vlele of effort for the stated time period, making a term-ype contract more appropriate than a completion-type contract (FAR 16.306 (d)(2)).

Update #1 ·

The Evaluation Project will support evaluations, operations research and assessments of U.S. government (USG) supported HIV/AIDS activities in Cambodia.  The Contractor that wins this award will utilize the best available methods to assess and evaluate innovations in HIV programs; disseminate findings to use for decision making and build the international evidence base for HIV programs in concentrated-epidemic settings; and build the capacity of a local research institution to conduct assessments and evaluations.
