Reynolds as a 2nd Lieutenant in Mexico, and one (1) First printing of Robert E. Lee's General Orders No. 78, July 11, 1863 from The Horse Soldier as the only source. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit specification sheets, including cost, sufficient to evaluate and to determine similar characteristics to these one of a kind items. All submissions received by closing of this notification will be considered by the Government. A determination by the Government not to compete on an "or equal" basis on responses to this notice is solely within the discretion of the Government.
