Added: Nov 30, 2016 2:25 pm The intent of this procurement is to address paint failure at various wood window sill locations. The existing primer/paint is curling and separating from the wood sub-strait. All affected areas will be cleaned of existing primer/paint and new primer/paint will be applied in accordance with manufactures specifications and recommendations. All new finish paint colors are to custom match existing historic color conditions. Any failed sealant at the affected window sills will be removed and replaced with new sealant, contiguous with the affected seam. All work is expected to take place from a mechanical man lift and/or scaffolding. Scaffolding will be required at the south elevation. At a minimum expect temporary closure of sidewalks and expect to pay city fees and/or permits. Site disruption is expected at the building exterior and at occupied interior locations due to work being performed via this contract. Work includes, but is not be limited to, the following: opening/closing windows, scraping existing exterior painted wood frame surfaces, painting window frames, installing backer rod/sealant, installing/dismantling scaffolding, and other associated work. All work is to be phased and scheduled with GSA and tenants prior to project start.

The period of performance for on-site work will commence upon the Contracting Officer's issuance of the written Notice to Proceed (NTP) and shall be completed within two hundred ten (210) calendar days


The estimated range for this project is between $500,000 and $100,000 . This procurement is unrestricted and is open to all business concerns. Small business concerns, including HUBZone, veteran-owned, service disabled veteran owned, small disadvantaged and women-owned businesses are encouraged to submit proposals. The NAICS Code for this procurement is 238320, Painting and Wall Covering Contractors) with a size standard of $15.0 million. This is a negotiated, best-value procurement. Proposals will be evaluated on past performance and price. An offeror, other than a small business, who plans to submit a proposal in excess of $1,500,000 must submit a subcontracting plan with their offer. The solicitation will be available on or about December 15, 2016 (actual date for receipt of proposals will be stated in the solicitation). A preproposal conference will be conducted before the proposal due date (actual information will be contained in the solicitation).Offerors will be responsible for downloading the solicitation and for monitoring FedBizOpps for amendments and/or additional information. Proposals will be due to the U.S. General Services Administration, Aquisition Management Division, Northern Construction Contracting Team, 520  S. Eighth Street, Springfield, IL 62703. Fax or electronic proposals will not be accepted.  All interested vendors must register with FBO in order to view sensitive but unclassified information. This registration requires that the vendor is registered in the System for Award Management (SAM). This system can be accessed at www.sam.gov.
