About this opportunity
The Department of the Navy Naval Supply Systems Command (NAVSUP) is seeking to procure one Hinge-Nose E-Bay assembly (part number 0620901020103, NSN 1RM 0000 LLF02N277 H5) for weapon systems support operations. This pre-solicitation notice indicates the agency's intent to conduct a sole-source procurement with Sikorsky, the original equipment manufacturer and only source approved to provide this component. The procurement will follow Federal Acquisition Regulation (FAR) Part 15 procedures rather than commercial item acquisition standards, reflecting the specialized and proprietary nature of the defense equipment. While the notice indicates a sole-source award intention, the agency will consider all responsible proposals received within 45 days of the synopsis posting (due by May 18, 2026) to determine whether competitive procurement is warranted. All firms not already approved to manufacture this material must submit a Source Approval Request (SAR), though this submission will not delay the procurement timeline.
This procurement carries no small business set-aside designation and is expected to be awarded under the existing Basic Ordering Agreement (BOA) N00383-25-G-P401 with Sikorsky. The solicitation involves a single unit delivery on a free-on-board (FOB) origin basis, with no specific award value disclosed in the pre-solicitation notice. The procurement is authorized under 10 U.S.C. 3204(a)(1) as supplemented by FAR 6.302-1, which permits sole-source acquisitions when the government lacks data rights necessary to obtain the item from alternative sources. Electronic procedures will be employed for submission, and the government intends to move expeditiously toward award without waiting for source approval delays. Interested contractors should prepare proposals or capability statements addressing their ability to meet this specialized requirement by the May 18, 2026 deadline.
