About this opportunity

The Department of the Army seeks development of a high-throughput biosensor calibrator using Localized Surface Plasmon Resonance (LSPR) technology, with proposals due June 1. This is a sole source, firm fixed price procurement under NAICS code 334515 with a small business size standard of 1,350 employees.

Place of performance is Redstone Arsenal, Alabama. The contracting office is Army Contracting Command–Detroit Arsenal (W912CH), with the contracting officer Bobbi Brown at Detroit Arsenal, Michigan.

The deliverable is a hardware system comprising reusable, functionalized LSPR sensing chips and an automated high-throughput multiplex biosensor calibrator capable of measuring multiple samples unattended for at least three hours. Sensing chips must be shippable at ambient temperature with a minimum three-month shelf life. The system must detect aerosolized biological material and deliver calibration certificates with system response data for E. coli, B. Subtilis, influenza A, or SARS-CoV-2. Offerors must establish testing protocols with optimized sampling frequency. Deliverables include the calibrator unit, sensing chips, fabrication protocol report, engineering manual, calibration report, and operational software. All technical data is marked Distribution Statement D due to protection of technical and operational information.

Performance period does not exceed 24 months after receipt of order, with delivery commencing 365 days after contract award. The contract includes one priced option for Year 2 development of enhanced high-throughput and biosensor calibration capabilities.

Amendment 0001, posted May 13, implements Executive Order 14398 mandates and adds RFO FAR 52.222-90 (Addressing DEI Discrimination by Federal Contractors, April 2026) and an updated RFO FAR 52.244-6 (Subcontracts for Commercial Products and Commercial Services, April 2026) under DPCAP Class Deviation 2026-O0040, Revision 1. Offerors must acknowledge receipt of the amendment prior to the June 1 deadline.
