About this opportunity

NASA's Shared Services Center intends to sole-source a contract to Product Evaluation Systems, LLC for high-temperature very high cycle fatigue and tensile testing of hydrogen-resistant and oxide dispersion strengthened alloys, with capability statements due June 11, 2026. This is a sole-source procurement under FAR 12.102(a); the Government will consider competing this effort only if responses demonstrate that other vendors possess equivalent capability.

Place of performance is Marshall Space Flight Center, Huntsville, Alabama. The contractor must hold Nadcap and A2LA (ISO/IEC 17025:2017) accreditation in ASTM E8/21 and E606/E466 standards and demonstrate prior experience with ODS alloys including GRX-810, ORCalloy-21, and Alloy 754-ODS. The Statement of Work requires low cycle fatigue testing at room temperature and up to 2100°F on a minimum of 100 specimens per condition, tensile testing on a minimum of 100 samples at room temperature and 100 at up to 2100°F, and high cycle fatigue load control testing at up to 2000°F on a minimum of 100 total specimens. All machining and testing must be performed onsite; no subcontracting of testing is permitted without NASA approval. The contractor must complete all work within 30 weeks of sample receipt and operate a fatigue load frame capable of running very high cycle fatigue samples for approximately 6,700 hours of continuous operation. Deliverables include a final test report with summary data, digital data files in csv or excel format, and raw data including hysteresis curves, shipped to Marshall Space Flight Center Central Receiving, Building 4631, Huntsville, AL 35812. NAICS code 541990 applies. This procurement uses FAR Part 12 commercial item procedures.
