About this opportunity

The United States Marine Corps anticipates issuing a Request for Proposal (RFP) in the fourth quarter of fiscal year 2026 for High-Speed Vibratory Compactors (HSVCs) under solicitation M67854-26-R-5314, with a draft performance specification released for industry comment by July 30, 2026. The procurement will be conducted as full and open competition with no set-aside.

The contract will be awarded as a single Firm Fixed Price Indefinite Delivery, Indefinite Quantity (IDIQ) for a five-year ordering period. The Government will procure commercially available HSVCs with military modification capabilities, including accessories (modifications, spare part kits, break-in kits, and preventative maintenance services). Equipment will support ground and aviation unit operations for horizontal construction including roads, airfield complexes, dams, storage areas, vehicle and equipment parks, airfield bomb damage repair, and building site compaction.

The HSVC shall be a single drum platform with bolt-on padfoot kit capable of compacting various soil types through rapid vibrations and pressure. The draft performance specification prescribes threshold and objective requirements including compaction rates of 500 to 1,700 cubic yards per hour, adjustable vibration frequency between 25 to 40 Hertz, dual-mode compaction capability, internal transportability via C-17 and C-5 aircraft (threshold) and C-130 aircraft (objective), and external helicopter lift via CH-53K. The operator's cab must accommodate personnel from 5th percentile female to 95th percentile male Marines with protective gear, include air conditioning, heating, rifle mount, and backup alarm systems. Equipment must operate on military-standard fuels with at least 250 hours Mean Time Between Failures at 85% confidence.

The applicable NAICS code is 333120 (Construction Machinery Manufacturing); PSC code is 3990. Interested vendors must submit comments on the draft Performance Specification to Jamie Fullinwider (jamie.fullinwider@usmc.mil) by July 30, 2026, 2:00 PM ET. Solicitation documents will be posted on SAM.gov and PIEE Solicitation Module only.
