About this opportunity

The Department of State has published a Limited/Sole Source Justification Notice for high-speed diesel fuel required for consulate and residence generators at the U.S. Consulate General in Lahore, Pakistan. The contract was awarded to TOTAL PARCO Pakistan Limited on June 26, 2025, under contract number 19PK5025P7122, though the award amount was not disclosed. The sole source justification is based on the Mission's 35-year successful relationship with TOTAL PARCO since 1990, the company's nationwide operations, willingness to work on credit terms, and priority service capabilities during emergencies. Other major fuel suppliers including Attock Petroleum Limited, Shell Pakistan Limited, and Pakistan State Oil were contacted but declined to provide fuel under the Consulate's terms and conditions. Pakistan State Oil specifically could not accommodate the contract due to logistical constraints, as they require minimum deliveries of 10,000 liters via large tankers that cannot access the Consulate's narrow entrance, while the facility only requires smaller quantities deliverable by 5,000-liter capacity tankers.

Notice text

Mission Pakistan has been using the TOTAL PARCO Pakistan Limited since 1990 and has never been experienced any problems with the company. Fuel prices in Pakistan are managed through a fortnightly review process by the Oil and Gas Regulatory Authority (OGRA) Government of Pakistan, which adjusts prices based on international oil prices, import costs, and government taxes. The government also factors in broader economic considerations and the impact on consumers when making these adjustments. As a result, the prices are intended to be fair and reasonable.

Total Parco Pakistan is nationwide renowned firm, and it has country wide operations.

They are eligible to work credit terms.

In unforeseen circumstances they provide the required supplies to the Consulate on the priority.

Following contractors have been contacted but all companies are not agreeing to provide fuel on Consulate General’s terms and conditions:

•          Attock Petroleum Limited

•          Shell Pakistan Limited

•          Pakistan State Oil (PSO)

Note: PSO is collaborating with the U.S. Embassy in Islamabad, unable to contract with the U.S. Consulate in Lahore due to the following ground situations:

PSO delivers fuel exclusively in their tankers with a minimum quantity of 10,000 liters. The entrance to the Lahore Consulate is too narrow to accommodate such large tankers, and this quantity of fuel exceeds our requirements.

Additionally, PSO does not permit tankers from other firms to enter their depot to collect fuel. Therefore, the Consulate cannot send its 5,000-liter capacity tanker to their depot.

Awarded contract 19PK5025P7122 to unknown vendor for unknown amount on 2025-06-26.
